Texas General Land Office says Victoria County grants likely to move to contracting in mid‑July

A representative of the Texas General Land Office told the Victoria County Commissioners Court that the county's applications are in the final approval stage and that the agency expects to announce approvals in mid‑July.

Shannon, who identified herself as representing the Texas General Land Office's government and community relations office, told the court, “we have heard back that y'all are in the last part of the approval process, and we should be hearing something in mid July on the announcements for all of the approvals of the applications.”

The update came during the public‑comment portion of the court meeting and during a larger conversation about a federally guided grant program that Shannon said is administered under HUD rules. She warned the court the process remains “long and arduous” because the program requires environmental reviews, contracting steps and quarterly audits.

Shannon gave an average timeline for the contracting phase based on other counties the GLO serves, saying the contracting stage typically takes about three months but can vary. She also said county staff recently received a notice that the project was still awaiting the next step and that the interlocutory timeline they were told earlier—about 45 days—was reaching its end.

County officials raised frustration about the pace, noting many residents are experiencing flooding and some projects already began without waiting for grant money. Shannon said some projects already completed locally could complicate funding distribution depending on how alternates and non‑LMI (low‑to‑moderate income) allocations are handled.

The court asked the GLO to provide a more definitive update if the July announcement does not come. No formal action was required; court members asked staff to continue monitoring the application and to relay updates to constituents.
