Resident says Quinn Estates development caused repeated flooding; commissioners to raise issue with county engineer

A Lawrence County resident told commissioners on Aug. 26 that construction at the Quinn Estates development has altered drainage and flooded his property several times since the road was built.
Larry Rose said heavy rains cause water to back up under his house and that he had spent “almost 8 hours with a sump pump underneath my house” after recent storms. He showed photographs to the commissioners and said the development’s new road and drainage works have “dammed up” the field that previously carried the main drainage line.
County staff told Rose that the county engineer oversees drainage and that his complaint would be added to an upcoming stormwater meeting with the county engineer and other relevant officials. Commissioners suggested including the planning commission and developer representatives in follow-up discussions. Rose said he had already contacted the developer multiple times but that his concerns remained unresolved.
No immediate remedies or county expenditures were approved at the meeting. County staff asked Rose to provide the photographs in a PDF for staff review and said they would add his case to the meeting agenda so engineers and planning officials could evaluate whether developer work conforms with approved plans and county drainage requirements.
