At its Aug. 28 meeting the Papa County Zoning Commission reviewed a draft Commercial and Industrial Site Standards ordinance. Consultant David told commissioners the draft emphasizes site plans, lighting standards to reduce light pollution, buffering between commercial/industrial uses and adjacent residential properties, and screening for loading docks and waste receptacles.
David described a definition for “full cutoff” light fixtures designed to direct light downward and reduce neighbor complaints about light spill. He said the draft requires applicants for commercial or industrial permits to submit a site plan that shows access, circulation and placement of loading and parking areas; commissioners said access from certain roads and internal circulation have been recurring concerns in earlier stakeholder meetings.
The draft proposes buffer measures — fencing or, where present, existing vegetation — when commercial or industrial operations abut residential parcels, and screening for loading docks to reduce visual and neighbor impacts. On waste receptacles the draft includes an option to require enclosure and screening where neighbors would be affected. David said the draft takes a minimal approach to site design standards but is written so additional requirements could be added later if the commission desires.
David told the commission that Audi (county staff) agreed to cross‑check existing county ordinances and subdivision regulations to ensure the new standards align with other county code. No formal action was taken; staff requested commissioners provide written comments and identified this section for further engineering and administrative review.
