David said the Emergency Management Agency (EMA) would administer the special‑events permits rather than the planning office. The draft requires a site plan for specified events and lists information applicants must provide; it also includes a violation mechanism for applicants who repeatedly understate attendance. The commission discussed recent local cases where multiple concurrent events strained highway capacity and said clearer permitting would help prevent similar overloads.
No vote was taken. Staff will finalize the application packet and circulate the ordinance language for written comment. David said this ordinance was shorter and more procedural than others in the packet and that EMA staff asked the county to proceed with a local ordinance rather than handle the topic only in guidance or agency procedure.
