David told commissioners the draft sets a general noise limit (the draft packet shows example values) plus additional provisions for prohibited high‑noise intervals — short bursts or impulsive sounds that can be disruptive even if brief. The draft also distinguishes prohibited high‑energy events and proposes measurement approaches tied to decibel meters.
Commissioners raised enforceability concerns — who would carry or operate a sound meter and how deputies would obtain reliable readings during nighttime complaints. David and others said the county is not unique in adopting numeric values and that typically enforcement comes after repeated complaints at locations with ongoing problems; the county could equip responding officers with calibrated meters for those targeted enforcement visits. Commissioners recommended that any public‑facing materials for renters or event organizers explain what dBA values mean using concrete comparisons (for example, lawnmower sound levels) so guests understand limits included in rental agreements.
No vote was taken. Staff said the noise standards will be coordinated with the short‑term rental and special‑events drafts and that public education materials will be developed so the public can interpret dBA limits in plain language.
