Commissioners approve four recorded pipeline easements with CenterPoint Energy for Xenia parcels

The Greene County Board of Commissioners on July 31, 2025 approved four pipeline easements with Vectren Energy Delivery of Ohio LLC, doing business as CenterPoint Energy, for parcels in the City of Xenia. County staff said the utility identified existing gas lines in the ground that lacked recorded easements and sought to formalize rights through recorded easements.

County staff said a negotiated term requires the utility to remove those buried utilities at its cost if the county later demolishes buildings at the sites — a provision staff insisted on because it reduces future demolition and abandonment costs for county facilities. The county will transfer easements for a nominal dollar and the utility agreed to the removal obligation.

A motion to approve four pipeline easements and record the agreements passed unanimously. The board recorded no additional state or federal approvals tied to the easements; staff said the easements reflect existing infrastructure rights and do not change current operations. Commissioner Mays moved to approve the easements and Commissioner (second not identified) seconded; recorded votes were all in favor.
