The Olivet City Council on Tuesday approved an amendment to the municipal code establishing a new article on tree inventory, protection and replacement. The ordinance (Bill 30 51, recorded as Ordinance 28 21) passed unanimously after the council considered edits added following public comment and council direction from the first reading on Aug. 26.
Carlos Trejo, director of planning and community development, told the council the posted bill incorporates changes requested by council members "regarding clarity on canopy and also on the signage on the fencing surrounding the tree preservation areas" and said he was "seeking a motion for action and be glad to answer any questions." The council then moved to approve the amended ordinance.
The ordinance was presented with the original Exhibit A from Aug. 26 plus an amended version that Trejo said reflected council and public input. Council members asked clarifying questions during the first reading and Trejo said the new exhibit addressed those concerns; no additional public testimony was received at the second reading. The council voted in roll call: Council member Lewis — yes; Council member Sean Hellman — yes; Council member Solomanov — yes; Chairman Pro Tem Weil — yes. The ordinance was adopted as Ordinance 28 21.
Council members did not attach additional direction to staff at the second reading. The adopted code language and the accompanying exhibit will guide future permitting and enforcement related to tree protection, removal, and required replacement; staff said signage requirements around preservation areas were clarified in the amended text.
Implementation will be handled through the planning department as permit applications and development proposals come forward; Trejo remained available to answer questions after the vote. The council did not refer the ordinance for further study or amendment at this meeting.
