The Hobbs City Commission voted unanimously to approve three procedural items during the meeting: approval of the December minutes, adoption of Resolution No. 7577 to appoint members to city advisory boards, and approval of a paid-time-off payout for calendar year 2024.
The commission first approved the minutes of the December meeting and the Dec. 16, 2024 work session on a voice vote with Commissioners Smith, Mills, Fields, Calderon, Penick and Girth and Mayor Cobb recorded as voting yes.
On Resolution No. 7577, the commission approved appointments to various advisory boards, naming Angela Quarter to the Veterans Board and Carly Pettigrew to the Library Board, among other reappointments. The motion to approve Resolution No. 7577 was made by Commissioner Calderon and seconded; the roll call recorded all members voting yes.
On the paid-time-off payout for calendar year 2024, Finance Director Toby Spears briefed the commission on the ordinance in the Hobbs Municipal Code (section 2-56) that sets PTO caps at 320 hours for general employees and 456 hours for the fire department and allows a buy-down to those caps. Spears said the city's cash reserves were about 59 percent and presented an estimated PTO payout in the range of $334,000 to $368,000 depending on union buy-downs; he also said the city will reclass about $100,000 of base wage into the PTO payout line. The commission approved the PTO payout by unanimous voice vote; Commissioners and the mayor expressed support for employees.
