Commission OKs development agreement with Habitat for Humanity for six single‑family homes

Presentation and terms: Assistant City Manager Todd Randall described the agreement as a standard development agreement under the city’s housing incentives program for approximately six homes located off Fowler Street near Mills Elementary. Richard Sanchez, executive director of Habitat for Humanity, was present and did not offer additional changes. Randall said the city’s contribution under the agreement totals $65,000 to support the project; staff noted $550,000 in carryover budget authority available from prior appropriations.

Why it matters: The agreement is intended to increase homeownership opportunities through a recognized local nonprofit developer; staff said the agreement uses market-rate incentives and differs from prior Affordable Housing Act projects in its shorter affordability restriction period.
