Commission approves $793,554 HGAC purchase of two mechanical street sweepers

The Hobbs City Commission approved purchase of two mechanical street sweepers under HGAC contract SW04-20 with Hale of Texas for $793,554.
Bridal Eshery, street superintendent, told the commission the fiscal year 2026 budget includes funds to replace two sweepers that have exceeded their useful life and requested approval to use the HGAC cooperative contract to acquire two Schwar(t)z model M6 SE Avalanche (mechanical high-dump) sweepers (as stated in the presentation). Eshery said the department determined a mechanical sweeper best fits Hobbs’ debris—gravel, sand and leaves—and that many components would carry warranties; the dealership provides regional service in Eunice, Lovington, Carlsbad, Roswell, Lubbock, Midland and Odessa.
Eshery told the commission the life expectancy of the sweepers is 8 to 10 years. Commissioners asked for photos and additional information; staff said photos were not included in the presenter’s materials at that moment. One commissioner noted the department currently has four sweepers, two of which are inoperable and the others require frequent repairs, leaving often only one operational machine; the commissioner said the city needs three to four operable sweepers to maintain streets.
A motion to approve the HGAC contract purchase was moved and seconded. The roll call vote recorded Commissioners Smith, Mills, Fields, Penick and Girth and Mayor Pro Tem Calderon voting yes and the motion passed.
Staff said the sweepers would be purchased through the cooperative contract and enter the fleet replacement schedule; the street department expects the new machines will reduce maintenance burdens and improve street cleanliness once placed into service.
