City awards design and oversight contract for Rondo Station park improvements, to include new playground and bike pump

The City Commission authorized the mayor to enter into a contract with MC Smith Associates for design and construction oversight of Rondo Station Park improvements at a total not‑to‑exceed amount of $59,545, which includes a 10% contingency and will be paid from the fiscal‑year 2026 Parks and Recreation Capital Fund. Staff reminded the commission that in 2024 the city received a $300,000 DNR Trust Fund grant that requires a 50 percent local match. The planned improvements listed by staff include a trail map kiosk, a bike‑repair station with pump, accessible seating, a new playground (the city will not construct it by hand), a shade shelter, lighting and landscaping.
Staff said they have consulted with two residents who abut the park; one resident reviewed the initial plan and was receptive. Commissioners asked about cameras, restrooms and tree trimming: staff said camera installation is under discussion and that the park lacks water service, so restrooms are not currently feasible; residents had asked staff not to add a restroom. Staff also said the design will preserve a tree line requested by an adjacent resident and that the city will consider boulders to prevent vehicle intrusion. The commission approved the contract by voice vote.
