The Planning & Zoning Commission voted to recommend approval of PD 25-03D, a planned unit development preliminary plan for the Oaks At Dron Creek that would create 68 single-family lots on a 111.77-acre property at 18667 Greenville Springs Road.
The recommendation matters because it clears the way for a City Council public hearing on Sept. 23, 2025, where council members will consider whether to approve the development, which proposes private streets and public sewer within an R-1 (single-family residence) zoning district.
Commission records in the meeting transcript show Commissioner Sheridan moved to approve the preliminary plan and Commissioner Pino seconded the motion. The motion was approved by a 3-2 vote and PD 25-03D was recommended to the City Council. The transcript lists a roster of public commenters who addressed the plan during commission proceedings: Mani Wallach, Terry Lockwood, Melissa James, Katie Michelli, Jared Madison, Daryl Williams, Dominic Michelli, Van Gauthier, Jason Kroll, Lynn Theriault, Sabrina Mayo, Mitch Small, Alton Stone and Rick Vallee.
According to the application text in the record, the project is sited on Lot A-1 of the Jesse Inman property (described in the file as part of the F. E. Morgan property). The applicant is recorded as MR Engineering and Surveying on behalf of Rebecca L. Speakman Drewens. The preliminary plan as described would subdivide the 111.77-acre parcel into 68 single-family lots, provide private streets and connect to a public sewer system. The record also identifies the parcel as being proposed within the R-1 single-family residence zoning district.
The commission action is a recommendation only; the City Council must hold the advertised public hearing on Sept. 23, 2025, before taking any final action. The record does not show a final council vote on PD 25-03D.
A community meeting titled “All Ears on the Oaks at Dron Creek” was announced in the same session and is scheduled for next Tuesday at 6 p.m. at the Dimco building on Wax Road to allow neighbors and interested residents additional opportunity to review and discuss the proposal.
