David Culver was sworn in as Arroyo Grande’s chief of police during the City Council meeting on Aug. 26 and addressed the council and attendees, thanking city leaders, family and past mentors and setting out his priorities.
City Manager Matt Downing introduced Culver, noting Culver’s more than 17 years of law enforcement experience and his service with the Arroyo Grande Police Department since 2019. Downing said Culver “embodies the qualities that our community has come to expect,” including integrity and compassion.
During the oath, Culver recited the standard oath of office to support and defend the U.S. and California constitutions. After the oath, Culver thanked council members and staff and said the department’s work will rest on three pillars. “The police department in AG, we will be based on 3 pillars of professionalism, accountability and partnership,” Culver said. He added, “They will be my priority. My promise is to support and defend you.”
Culver told the council he would ensure officers receive tools and training and that accountability would form the foundation of public trust. He closed by acknowledging support from family and mentors and said he would accept that mistakes will happen and that the department will learn and grow from them.
The council recessed for a brief reception after the oath; no formal council action was required for the swearing‑in beyond the oath of office.
