Council approves first readings to reclassify Westover Hills lots for skating rink

BORGER, Texas — The Borger City Council on Aug. 5 introduced on first reading an amendment to the city’s future land use map and a zoning change for Lot 16 through 18, Block 1 of the Westover Hills Addition (1202 Madison), moving the property from residential to commercial to allow conversion of an existing church into a skating rink.

City staff member Berg told the council that petitioner Wendy Reyes is seeking the change to convert the building to a skating rink and that planning and zoning recommended the amendment. Staff said 14 notices were mailed within a 200-foot radius; two responses were returned — one in favor from property immediately north of the site and one in protest from a resident on Madison citing traffic concerns.

During the public hearing, petitioner Wendy Reyes said the project team is considering measures to limit neighborhood impacts, including perimeter fencing and noise mitigation. “We have to put fences up. If we have to do noise cancellation walls, there's a lot of things that we see in the future that we want we wanna do and implement to not make it such a concern for the neighborhood,” Reyes said.

Councilmembers introduced Ordinance O-008-25 (future land use map amendment) and O-009-25 (rezoning to commercial) on first reading; both were seconded and the motions passed. Staff noted the two items are related — the future land use change precedes the zoning amendment — and the items will return for further readings as required by the city's ordinance process.
