Lebanon amends sewer-use rules to align pH limits with NPDES permit

The Lebanon City Council on Aug. 12 adopted Ordinance No. 2025-086 to amend Chapter 9.14 of the codified ordinances governing sewer use and to declare the change an emergency.
City staff said the revision updates the allowable pH range used at the wastewater collection/treatment system to match existing operational conditions, industry norms and the city’s National Pollutant Discharge Elimination System (NPDES) permit.
Council voted unanimously to adopt the change by roll call. No members recorded a dissenting vote during the adoption. Officials did not provide additional numeric pH limits in the meeting discussion; the ordinance text on file with the clerk should be consulted for the exact numeric range.
The change was presented as a technical update to reflect the city’s permit and operational realities rather than a new regulatory burden on users. Any enforcement details, monitoring protocols, or affected sewer customers were not spelled out during the meeting and would be addressed through implementation steps or administrative guidance.
