Fraser City Council approved the mural design recommended by a city-DIA subcommittee for the Senior Activity Center building and agreed to a memorandum of understanding that sets a ten-year preservation expectation.
The design by artist Chelsea Henspergen includes the phrase “Bloom where you are planted,” floral imagery and hands reaching up. The subcommittee — which included city staff, the recreation coordinator and a recreation commission representative — unanimously recommended the design after a selection process carried out with DIA partners.
City staff said the mural is fully funded through the DIA public-art program (funded by regional millage dollars) and carries no direct cost to the city. Council discussion mirrored earlier mural dialogue: staff noted the DIA memorandum of understanding defines preservation expectations, graffiti-removal collaboration with the artist where feasible, and a 10-year horizon for attempting preservation before removal or repainting.
Council approved the design by motion; staff will coordinate with DIA and the artist on scheduling and implementation.
