Committee halts additional fees for out‑of‑zone students entering specialized programs pending policy clean‑up

The Finance & Facilities Committee unanimously agreed not to charge out‑of‑zone tuition‑paying students additional fees to participate in district‑run specialized programs — including STEM, governor’s school and dual enrollment — while staff update and align related policies and regulations.

Staff explained that the district’s fees and tuition schedule currently requires out‑of‑zone tuition but did not clearly address whether those students should also pay program‑level fees when they earn a place in in‑district specialized programs. Staff told the committee that existing policy and regulation documents have not all been updated — several are dated 2019–2020 — and that policy language across documents is inconsistent. To avoid penalizing a student who already paid out‑of‑zone tuition and then earned admission to a district program, the committee directed staff not to assess additional program fees while staff clean up the policies.

The committee asked staff to pull the relevant policies and regulations, propose consistent language that addresses out‑of‑zone students admitted to district programs, and return with proposed policy and regulation revisions. The committee emphasized that the action to waive additional fees applies immediately to students awaiting decisions or placements, and that staff should communicate the temporary waiver to affected families while working on the formal policy changes.
