The Tyler City Council on Aug. 27 approved a zone change request from agricultural to planned multifamily (PMF) zoning for a property at Crow Road and Oak Hill Boulevard to allow construction of attached townhomes.
Planning staff described the proposal as a two-phase development that would produce about 126 attached townhomes, preserve detention and open-space areas including a central water feature, and configure each dwelling on an individual lot so units could be owner-occupied. The staff presentation said some buildings would be four‑unit attached structures while others would be duplex or two-unit configurations.
Planner Kyle told the council the applicant proposed a density of about 5.5 units per acre and that the surrounding land uses include agricultural, commercial and existing planned multifamily to the west and north. Staff notified property owners within 200 feet; two responses in opposition and one in favor were returned and the protest calculation was listed at 1.25 percent. The Planning Commission recommended approval by a unanimous 7–0 vote.
Councilmember Hawkins moved to approve the zone change; the motion was seconded and carried by voice vote.
Staff noted traffic concerns expressed by nearby property owners during the notice process; those concerns and the protest responses were included in the staff report and the planning record but did not prevent the commission or council recommendations for approval.
