Finance Director Amy Hendricks told Vermillion City Council that the county budget commission invited municipalities to discuss 2026 budgets and proposed statutory language that would remove replacement-levy authority. Hendricks said the governor vetoed that language and the state House did not override the veto in July; the commission asked subdivisions to report how the changes could affect local levies and budgets.
Hendricks said the county commission plans meetings on August 11 and August 27 and recommended the matter be placed on the finance committee agenda so council could decide whether to send representatives. She noted that the replacement-levy change would not affect the City of Vermillion directly and that the measure would go to the state senate for possible action.
The finance director said the county budget commission is concerned about language that would give it greater authority to lower tax levies if it deems revenue unnecessary. Hendricks will forward the commissionmail to council members for review and recommended further discussion at the finance committee meeting on August 11.
