Peoria County approves $50,000 appropriation to Heart of Illinois Regional Port District; port officials outline waterway priorities

Peoria County Board members approved a $50,000 appropriation to the Heart of Illinois Regional Port District for fiscal year 2025 and heard remarks from port officials on waterway commerce and capital priorities.
Member Ricker and others discussed the appropriation, and the executive committee recommended the investment. Officials Chris Smith and Dan Silverthorn addressed the board, explaining the Illinois waterway moves roughly 25 million tons of product on average and that about 60% of that tonnage is agricultural commodities. Smith described opportunities to leverage federal and state multimodal infrastructure funds for locks and capital improvements.
Port officials said LaGrange Lock has been funded for design and long‑lead procurement, which they said is a necessary step before Peoria Lock upgrades. They noted recent lock rehabilitation work on the system and cited a multi‑year investment of roughly $500 million on system repairs. Officials also encouraged private industry to pursue federal grants that may cover up to 80% of capital improvements for eligible projects.
The executive committee record referenced a prior strategic planning study and a budgeting benchmark of $250,000 per year for a successful port authority; the $50,000 appropriation is a FY25 investment to the regional port district. Board members asked port representatives to keep the board informed on budget needs and outcomes, and some members volunteered to receive port updates and reports.
The appropriation passed by voice vote with 18 ayes. Port officials invited board members to an annual meeting on Nov. 7 and offered to add board members to an email list for reports and updates.
