The City Commission on Aug. 11 approved requests to provide city utility service to two unincorporated Seminole County parcels where single-family residences are proposed.
405 Virginia Avenue (contiguous): Staff said the property is contiguous to Sanford and that staff had proceeded with a water-only request to help the property owner obtain service. Because the parcel is contiguous, staff told the commission it will follow the service approval with an annexation ordinance; the commission approved utility service and staff said an ordinance will be drafted with the city attorney for formal annexation.
3815 Cypress Avenue (noncontiguous): The commission also approved a request for city utility service for a proposed single-family residence at 3815 Cypress Avenue; staff confirmed that parcel is not contiguous and recommended approval of water service only.
Policy notes: Staff and commissioners discussed state-level changes affecting annexation fees; staff noted a recently vetoed House Bill 11 and discussed the limits on assessing certain fees, and said the city will act to protect its rate and fee structure when annexations occur.
Outcome: Both utility-service requests were approved; staff will prepare an annexation ordinance for the Virginia Avenue parcel and proceed accordingly.
