Tiffin City Council voted unanimously Sept. 2 to approve funding for a feasibility study for a proposed baseball complex at Hedges-Boyer Park. The measure, Ordinance 25-63, amends the 2025 budget to appropriate funds into the general administration budget for the study and passed on its third reading with a 7-0 vote.
Council Member Kevin Reisner introduced the ordinance for passage. During discussion, Council Member Scott Hermann said the project could advance two council priorities. "If you have a complex that has multiple fields and multiple uses... it does ... bring an economic boost to our economy and also quality of life is very, very important," Hermann said, framing the proposal as both economic development and community amenity.
The ordinance funds a feasibility study only; the legislation as introduced appropriates money to evaluate whether and how a multi-field baseball complex could be developed at Hedges-Boyer Park. Council members did not record a motion to award construction contracts or approve design work; those would require separate actions if the study recommends proceeding.
The vote was recorded as unanimous: Snay, Thacker, Dougherty, Hayes, Herneman, Jones and Reisner voted yes. There was no recorded amendment to the ordinance during the meeting. The study is intended to assess site suitability, potential field layouts and economic impacts; the ordinance itself covers the budget appropriation to start that study.
Council did not set a timeline for completion of the study during the meeting. Next steps will depend on study results and any subsequent legislation council may consider.
