Council Member Kevin Reisner moved for passage on multiple budget items and explained that some changes were due to staffing shifts in the human resources department. "These are for budget changes, due to the staffing changes in the HR department. So this will affect us October through the end of the year," Reisner said, describing the timing for the reappropriation.
Law Director Zachary Fowler told council the city would receive about $13,500 back from the county for unused funds and that the finance director requested legislation (appearing in the packet as ordinance 25-74) to reappropriate those funds to the budget to help pay for a part-time prosecutor. "We are getting about $13,500 back from the county for unused funds... to reappropriate those funds to put those back into the budget, to use those to hopefully find and and pay for a part time prosecutor," Fowler said.
Council moved to suspend the three-reading rule for ordinances 25-73, 25-74 and 25-75 as the measures were presented as reappropriations tied to staffing and donor-supported park projects; suspension votes and final passage votes were recorded and each ordinance passed 7-0.
