High‑school students may use phones during passing periods but not during instructional time; staff will place phones in classroom caddies during instruction.
Dr. Rich and district communications staff said the policy aims to reduce instructional distractions and cited research and resources posted on the district website. The district has provided roughly 40 hyperlinks on the web page to research and resources, and communications lead Mike Vaughn’s team coordinated publicity including radio interviews and local press coverage, according to district remarks at the meeting. Dr. Rich described the change as part of the district’s focus on learning and said officials are “unapologetically a learning organization.”
The board did not formally vote on the cellphone procedure during the meeting; administrators characterized the rollout as an operational change accompanied by communication to families and staff. District staff noted other districts had contacted D303 to learn about the approach.
