The council on Aug. 13 adopted annual service-plan updates and updated assessment rolls for three public‑improvement districts (PIDs): Butler Farms, Liberty Park, and Summerlin West.
Finance Director Josh Armstrong described the items as routine administrative approvals that update assessments and buyer-disclosure materials for the city’s PIDs. For each PID the council adopted an ordinance accepting the 2025 annual service plan update and the updated assessment roll and buyer disclosures: Butler Farms (ordinance 2025‑O‑027), Liberty Park (ordinance 2025‑O‑028) and Summerlin West (ordinance 2025‑O‑029). Council approved each ordinance on motions and recorded unanimous 7–0 votes.
Why it matters: PID updates document assessment responsibilities for property owners in each district and ensure buyer-disclosure materials and assessment rolls are current. They are routine annual ministerial actions required for PID administration.
Details and follow-up: One council member asked a separate operational question about Butler Farms amenities and requested staff add the topic to a future agenda. For Summerlin West a council member asked staff to confirm ownership of a green area shown in the PID materials; staff said the parcel appears to be an HOA property and said they would follow up with an email to council.
