Tazewell County Planning Commission members recommended approval of petition 2529 S for a solar facility in Hiddle Township with site-management and screening conditions similar to those attached to the Elm Grove case, and added an east-side screen and a pre-construction cover crop.
Commissioners reviewed Exhibit A and the site map; the commission discussed vegetative screening on the north against Third Street and additional screening on the east along Armington Road. The Tri-County planner’s report and testimony were referenced as supporting documents.
Commissioners said they wanted the same standard conditions used on prior solar petitions — perimeter fence, vegetative buffer immediately outside the fence, and contact information posted at the entrance — and specifically recommended adding vegetative screening on the east side and a cover crop prior to construction to reduce wind-blown dust and limit soil tracking to nearby homes.
Commissioner Coopy moved the petition onto the floor; Commissioner Bear seconded. The Tri-County planner’s findings of fact were read as positive and approved after a motion by Commissioner Lastly and a second by Commissioner Miller. The commission then voted in favor of recommending the petition; roll-call names recorded in the transcript include Mayor (recorded prompt), Lastly, Miller and Coopy with affirmative responses.
Commissioners emphasized these are recommendations to the county board, which retains final authority over rezoning and permits. The commission’s additional screening and cover-crop conditions will be included in the recommendation to the county board and in any permit review.
