The commission considered petition 2531 S, a special use request to create a single new dwelling site on a one-acre reservation. Commissioners reviewed the site and the location choices for the dwelling, noting a wet corner on one side of the property and that the petitioner proposed locating the new house toward the center of the parcel.
Commissioners asked whether the proposed access and driveway conflicts with wet or sloped areas and discussed whether the new lot could later be sold or otherwise change hands; some members observed that small-lot fragmentation can lead over time to additional development beyond the initial request. Tri-County staff noted the corner that appeared wet and the site selection rationale.
Commissioner Goofy moved and Lapsley seconded to approve the findings of fact from Tri-County planning staff; the findings were approved by voice vote. The commission then voted in favor of the special use; the transcript records affirmative votes by Miller, Coopy, Fair, Lastly and Carolus.
Commissioners approved the special use as a recommendation to the county board; they also discussed potential conditions to keep the dwelling away from wet areas and preserve existing drive access where feasible.
