The District 59 board discussed amending its intergovernmental agreement (IGA) with the Elk Grove Village Police Department to add a second school resource officer for Elk Grove Village schools and to clarify educational duties and after‑school coverage.
District administrators and police liaisons told the board the current IGAs require SROs to serve all schools in their municipality but that, in practice, one Elk Grove SRO has limited routine elementary visits. Board members and staff said adding a second SRO would allow flexible coverage for five Elk Grove Village schools and free capacity for more regular elementary engagement.
District staff and police representatives emphasized that SRO duties fall into two categories: educational/community presentations (digital citizenship, safety curricula, gun-safety education partnerships) and law‑enforcement response. The board discussed whether educational duties could be standardized and made available to schools in other municipalities that do not currently have a full‑time SRO (for example, to provide lessons in Des Plaines schools while Des Plaines is recruiting). Staff said educational presentations could be delivered across municipal lines if the village and police department agree.
Board members asked for more operational data — for example, routine schedules showing SRO visits to elementary schools and instances when an officer was called away — and for a plan to monitor and report SRO activity. District staff said they will seek that data from the police departments and work with Elk Grove Village on proposed amendments to the IGA before the July 31 renewal date.
The board did not vote on a new agreement at the meeting. Members asked staff to pursue discussions with Elk Grove Village and to return with draft IGA language and operational details at a future meeting, with the aim of clarifying expectations for elementary access, after‑school activities and shared educational programming.
