The Grove City Council on July 1 approved staff recommendations on bids for asphalt materials and limestone base rock. Public Works Director Deric Douthit reported staff received three bids for asphalt materials: Apac of Vinita (S3 $57/ton; S4 $64/ton; cold mix $115/ton), Longans (S3 $65.95/ton; S4 $69.95/ton; cold mix $125/ton), and Paving Materials LLC (cold mix only $118/ton, located in Davis and Moore). Staff recommended accepting Longans' cold-mix bid based on transportation cost; because of availability considerations the staff recommended accepting both Apac and Longans bids. Councilmember Marty Dyer moved approval; Councilmember Ivan Devitt seconded; the motion carried 4-0. For limestone base rock, staff received two bids (Apac and Kemp Stone), and Kemp Stone was the low bidder for each material; staff recommended awarding Kemp Stone the bid for each material. The council approved awarding the limestone contract to Kemp Stone by a 4-0 vote. Minutes do not record total quantities ordered, delivery schedules, or contract dollar totals; council decisions followed staff recommendations and were recorded as unanimous approvals.
