Council annexes 11.765‑acre tract on Zion Road; developer plans three attached homes

The Tomball City Council on Aug. 25 approved on first reading Ordinance No. 2025‑33 to annex approximately 11.765 acres located at 0 and 1300 Zion Road into the city’s corporate limits. The property is inside the city’s extraterritorial jurisdiction and the owner submitted a consent petition for annexation.

City staff said the annexation would accommodate a planned development of three single‑family residences (one lot with three homes) and that the estimated total development value was about $4,000,000. Engineering, streets and other capital improvements required by the city would be installed at the developer’s cost; service levels after annexation would be consistent with comparable city areas. The developer’s representative, Kent Stiles of Partners in Building, said he had coordinated site infrastructure plans with city engineering and would meet the city’s requirements.

After a public hearing with no speakers, council voted to adopt the ordinance on first reading; the measure passed 5–0. Staff said a municipal plan would accompany the annexation and that capital improvements would be developer‑funded.
