Resident opposes proposed council time limits; mayor says measure targets regular sessions

At the City Council public hearing, a resident identified as Miss Wilson spoke against Resolution R-032026, a proposal to implement time limits for council-member speeches during meetings.

Miss Wilson argued the proposal would limit elected representatives' ability to speak for constituents, saying, "When you limit people, you everybody's not gonna get up and say what they, are concerned about." She urged the council to allow members to speak freely so the public can better understand officials' positions.

Mayor Curtis responded during the public comment period, saying the proposed rule is intended for regular sessions after members have had a chance to discuss items at work sessions and is not intended to govern work sessions or public hearings. The mayor said edits are needed, the council can suspend rules at any meeting, and the measure will be discussed at an upcoming retreat. Councilwoman Jones earlier described a recent productive work session and agreed that the proposed limits were not intended to constrain frank discussion during work sessions.

The remarks were part of public comment; no council vote on Resolution R-032026 occurred at the hearing. The council described the proposal as a procedural rule change still subject to edits and possible suspension by a council vote in future meetings.
