Council narrows text-amendment path to allow Research Park to seek paving exceptions for ag equipment areas

The Ames City Council on Aug. 26 directed staff to pursue a limited zoning text amendment to allow areas used primarily for agricultural equipment maneuvering at the ISU Research Park to be excluded from the city’s general paving requirements.

Planning staff described three options: a Research Park–specific amendment, a citywide change, or review through the Zoning Board of Adjustment on a case-by-case basis. Supporters of a narrow, Research Park–only amendment said it balances operational needs with neighborhood compatibility; opponents warned a site-specific exception could prompt other industrial users to request similar carve-outs.

Council debated the trade-offs. One council member favored Alternative 1—a Research Park–specific amendment—saying most requests would be limited to the park and a narrow approach would be easier to manage. Another council member supported Alternative 3—a citywide, Zoning Board of Adjustment route—arguing that the ZBA review would help ensure compatibility case by case. After discussion, the council moved and approved the narrow Research Park option by a 4–1 vote.

Staff told council that paving requirements help control dust, noise and track-out to public streets and make long-term site maintenance and enforcement more straightforward. Planning staff said the annexing parcel under consideration is roughly 35 acres and that the applicant did not yet have a finalized site plan showing the exact extent of maneuvering areas. The council asked that any final amendment include criteria to protect adjacent properties and public streets.

City staff will draft ordinance language reflecting the Research Park–specific scope and proposed findings and return to council or the planning commission for the usual public hearings.
