Residents ask Hinsdale District 86 to waive or revise J‑1 tuition; board agrees to review policy

Multiple community members addressed the Hinsdale Township High School District 86 Board on May 29 asking the district to suspend or revise a policy that requires tuition for J‑1 foreign exchange students.

Neil Weisenberger, a longtime Hinsdale resident who said he and his wife were approved as a host family but lost the student because the family could not pay the district's fee, told the board: "We were told that the student was accepted for the 2023–24 academic year, but would have to pay a $28,000 tuition." Weisenberger said he and the facilitating organization were surprised by the fee and asked the board to reconsider.

Another community member called out nearby districts including Downers Grove, Highland Park, Evanston, Naperville and Elmhurst, saying many of them do not charge tuition for J‑1 exchange students and that District 86's practice had changed in 2023. The speakers framed the change as a financial barrier that reduces opportunities for cultural exchange.

Board members agreed the policy merits further review. Board leadership asked the policy committee chair to place foreign exchange policy on a future policy committee agenda and return recommendations to the full board. Board members noted they wanted to compare district practice with peer districts and explore limited, stepwise approaches such as caps or temporary waivers for individual students.

The board's follow-up direction was procedural rather than immediate relief: the policy committee will review options and report back.
