Lewis Central administrators presented a proposed update to the district’s student personal electronic device policy on June 16 that reflects state guidance and model language from the Iowa Association of School Boards and the Iowa Department of Education. After discussion the board agreed to treat the presentation as a first reading and table action to the next meeting to allow time for public comment.
Key elements staff described: elementary students would not have phones or similar devices during the school day (before and after school allowed); middle- and high-school students could have devices but use would be limited to between-class passing periods and during lunch; classrooms and other instructional spaces would be device-free during instructional time. Staff said the proposal allows exceptions for documented medical needs, 504 plans, or other administrative approvals.
Administrators emphasized enforcement mechanics. Staff recommended that all staff be empowered and expected to enforce the policy by asking students to put devices away; repeated noncompliance would escalate to office-based consequences (teachers could require a student to surrender a device to the office for the day). If a student explicitly refuses to comply with a staff member’s direction, administration would treat that refusal as insubordination, which the district said could lead to suspension under current code and district practice.
The superintendent and administrators said the policy aims to remove ambiguity about “instructional time” and to create an enforceable, consistent standard across classrooms. They noted several practical considerations — students who take courses off-campus or dual-enroll at Iowa Western sometimes need authenticators on phones to access course materials; staff said they will work with teachers and families to provide workarounds and administrative exceptions where necessary.
After extended discussion about enforcement, implementation and parent communication, the board elected to keep the item at first reading and return it for final consideration at a later meeting to allow time for community review and questions.
Ending: Staff said they will prepare building-specific disciplinary matrices, communications for parents about permitted times and emergency contact procedures, and exception procedures for medical or class-specific needs before the board’s next reading.
