Board of Public Works approves three stormwater maintenance agreements tied to development projects

The West Bend Board of Public Works on Aug. 18 approved three amended stormwater maintenance agreements tied to recent property improvements and stormwater management changes.

City engineering staff said the agreements are required under the municipal separate storm sewer system (MS4) permit the city holds with the state Department of Natural Resources (DNR). Each agreement obligates property owners to build stormwater facilities to plan specifications and to maintain those facilities to preserve function.

The three agreements approved were:
• SWMP6‑87 Amendment No. 1 — 411 North River Road: property improvements including a building addition and new paved areas will be served by a biofilter basin constructed with 18 inches of engineered soil; the amendment formalizes maintenance responsibilities.
• SWMP17‑05 Amendment No. 2 — Good Shepherd, Decorah Road: replacement of an existing pond with an underground stormwater storage and treatment device prompted a new maintenance agreement for the best management practice on the site.
• SWMP17‑10 Amendment No. 1 — Wigle Ware along Schmidt Road: reconstruction of the south parking lot and perimeter pavement, overall reduction of paved area, and the addition of required total suspended solids (TSS) removal facilities.

Board members made and seconded motions on each agreement and approved them by voice vote. City staff recommended approval for all three amendments after reviewing each revised stormwater management plan.

The agreements are intended to ensure long‑term performance of stormwater controls and compliance with the city’s MS4 obligations to the DNR.
