The New Kent County Board of Supervisors on July 14 heard a request from school officials for a $130,732.99 transfer to complete architectural and engineering work so the school division can produce bid documents for a proposed new New Kent Elementary School.
The appropriation request, presented by County Administrator Ken Hathaway, would close a roughly $130,000 gap in a school account that already holds about $2.3 million; the total cost for architectural and engineering work was described as just over $2.4 million.
Board members said they want more detail on renovation options before approving further steps. Supervisor (Ms.) Pearson said she had asked for a detailed renovation estimate at a May work session and had not received it: “I’m not convinced that we’re going to replace the school yet, so why would I approve additional funds to move in that direction?” Dr. Nichols, speaking for the school division, said the district has been planning a new-build approach for more than two years and warned of mounting maintenance needs at the existing school. “We’re at a tipping point…in terms of what needs to take place, in terms of maintenance, in terms of new HVAC,” he said, adding that a catastrophic HVAC failure would require emergency spending.
School officials said the $130,732.99 would pay to make the design package bid-ready so construction could proceed quickly if the board approves a new build. Dr. Nichols said the division assembled a school construction committee, completed programming, and prefers new construction because renovation estimates were in the tens of millions. He and Hathaway offered to provide the detailed renovation breakdown requested by supervisors.
Several supervisors said they support advancing design work while preserving an opportunity to evaluate renovation. Supervisor (Mr.) Moyer said he wants a joint meeting with the school board to review renovation figures and lessons learned from recent projects. Supervisor (Ms.) Stewart said she has regular conversations with school staff and voiced trust in the school division’s process.
No formal appropriation vote for the $130,732.99 transfer was recorded at the meeting; the request stayed a matter for further review. School staff committed to provide the requested renovation-versus-new-construction cost breakdown and to meet with board members to answer follow-up questions.
Background: the school division reported it previously set aside roughly $2.3 million from prior projects and grants to fund design work for a new elementary school. Board members noted that replacing the existing school would affect playing fields and other county facilities, and asked the division to show plans for replacing lost fields if a new build proceeds.
