County panel approves Community Mental Health server purchase after commissioners demand additional vendor bids

The Lapeer County Board of Commissioners on Aug. 14 approved Community Mental Health’s request to replace two aging servers but asked staff to collect additional competitive bids before finalizing the purchase.

Community Mental Health Director Paul requested the purchase, saying the current servers were purchased in February 2017 and are reaching the end of their 5–8 year expected lifespan. He said two servers are needed—one active and one for backup—and that the cost includes software licensing, describing the total line item at about $15,000.

Commissioners voted to approve the purchase after amending the motion. A commissioner raised national-security concerns about the recommended hardware vendor, Lenovo, saying federal agencies have limited use of some foreign manufacturers because of potential security risks. That commissioner moved to require staff to solicit bids from alternative manufacturers; the board approved the amendment and then the underlying motion.

Paul told the board purchasing and invoicing must be completed before mid-September to use fiscal-year 2025 funds, and he said staff can return with additional bid information at the board’s next meeting. He added that if competing bids are significantly higher than the vendor the CMH board originally approved, the CMH board may need to reconvene to reconsider the funding.

The board’s action was procedural approval with an amendment; the purchase was not delayed beyond the next meeting but staff were directed to provide further bid comparisons and pricing alternatives for the board’s review.

The issue arose during the consent and department head reports portion of the agenda and drew extended discussion on procurement practices and data-security concerns. The next county board meeting where the additional bid information will appear is scheduled for Aug. 28.
