Committee members agreed on updates to section 12.42.03 governing conditional use permits and said the draft incorporates suggestions from the city law director. The committee asked that the draft be shown to the planning and zoning commission before the administration engages legal services for additional iterative drafting.
On residential driveway and parking rules, the committee abandoned a proposal to prohibit new gravel driveways. Instead, members agreed to permit variances reviewed by the planning and zoning commission when a property owner wishes to depart from a materials hierarchy. The committee’s rationale was to preserve district character where appropriate while avoiding an undue burden in neighborhoods that already contain mixed driveway materials.
The committee also discussed section 6.60.05, the city rule that currently assigns property owners responsibility to keep sidewalks in repair and clear of ice and snow. Members noted enforcement challenges tied to the ordinance’s timetable and asked the administration to consult the law director about potential amendments and unintended consequences of any change. Questions included whether the city would continue its historical, selective courtesy plowing of some sidewalks if it sought stronger enforcement of property-owner duties.
Finally, the committee raised public-safety concerns tied to excavation work and asked that section 10.20.05 (rules and regulations governing excavation of streets and roadways) be revised to clarify that open trenches must be covered during idle periods. The committee recommended the matter be introduced to council and assigned to the appropriate group—likely the ordinance or safety committee—for drafting and further consideration.
The zoning committee’s report said work on these revisions is ongoing and that further drafts will be provided at the next committee meeting for review.
