Commission recommends massage-operator license for Robert Holloway’s Better Body Massage

The Columbia County Planning Commission on Aug. 21, 2025 recommended approval of a massage operator’s license for Robert Holloway, who plans to operate as Better Body Massage and provide on-site and mobile services at 4408 Columbia Road, Suite 106.
Will, a planning/staff presenter, told the commission that “all requirements of the ordinance, staff recommends approval.” Following that report, a commissioner moved to recommend approval of the license; another commissioner seconded the motion and the commission carried the recommendation by voice/hand raise.
The commission’s vote is a recommendation; final licensing authority rests with the county commissioners or the licensing authority specified in county code. No public opposition was recorded in the transcript, and staff presented the application as meeting ordinance requirements.
