Jackson County committee adopts consulting amendment, briefly pauses disaster-recovery contract

The Jackson County Budget Committee approved an amendment to a consulting agreement authorizing the legislative chair to execute a contract with Heartland Communications LLC of Kansas City for communication and policy services at a cost not to exceed $25,000. A committee member introduced a handwritten amendment to change language in the agreement; the committee voted to adopt the amendment and then moved to recommend adoption of the amended agreement.

Committee discussion recorded a motion to "recommend adoption" after the amendment was accepted; the committee then proceeded to consider a related procurement item. The clerk read a recommendation regarding an award of a 12-month term-and-supply contract with a 12-month option to extend for disaster-recovery services to 20First Enterprise LLC, also known as ServicePRO of Lee's Summit, Missouri, under the Junior College District of Metropolitan Kansas City contract number 19-7242-C3R2.

Shortly after the committee discussed the disaster-recovery contract, county staff requested the item be held because no county representative or vendor representative was present to speak. The chair then held the item by unanimous consent. The transcript therefore records both a committee motion to recommend adoption (read into the record) and a subsequent staff request that resulted in the item being held for later consideration.

The consulting agreement with Heartland Communications LLC was amended and the committee moved forward with recommending adoption of that item; the disaster-recovery contract was not acted on and was held at staff request for future committee consideration.
