Council updates purchasing policy to reflect new Texas competitive-bid threshold

Copperas Cove’s City Council approved Ordinance No. 2025-30 Wednesday to amend the city’s purchasing policy following changes in state law and internal administrative updates.

Director of Financial Services Velia Key told the council that Texas raised the competitive bidding threshold for municipalities from $50,000 to $100,000. The proposed ordinance updates city purchasing thresholds to match state law, changes the required hub‑contacting procedures for expenditures between $3,000 and $100,000, increases petty cash from $50 to $100, replaces the project manager approval level with assistant city manager approval and revises wording from “adopted operating budget” to “adopted annual budget.” City staff recommended approval.

John Hale moved to approve the ordinance and Sean Alzona seconded; the council voted in favor with no recorded opposition. Staff said these are policy and administrative changes; no specific fiscal impact estimate was provided at the meeting.
