The Town of Southborough Affordable Housing Trust said it will continue work on revising the 55-plus housing bylaw with the aim of presenting a clarified, deliverable proposal at the spring town meeting rather than the upcoming fall meeting.
Al (trust member) and other members said their initial goal was to remove the cap on age-restricted developments, but that review revealed other bylaw language needs clarification — most notably specificity on affordability levels and density. Members said vague phrasing about units for "a variety of income levels" should be replaced with concrete income thresholds and mechanisms.
Trust members discussed examples from neighboring Westborough, which recently adopted an inclusionary housing bylaw, and said they plan to consult Westborough staff and members of that town's affordable housing trust for language that balances affordability with development feasibility. Doug (chair) said he favors a minimum affordability requirement of about 10% to strike a balance between impact and economic viability, and cautioned against overly deep affordability percentages that could make projects infeasible.
The trust noted planning board staff have sought clarification on affordability provisions; members agreed to continue drafting and to coordinate with the planning board and other stakeholders. Several members said the warrant-writing timeline requires an advanced draft by February so the bylaw can be finalized in time for a spring warrant.
The trust asked Al to prepare a substantive draft of proposed language and supporting materials for discussion at the next trust meeting, and then to coordinate a joint discussion with the planning board when appropriate.
