The Larimer County Planning Commission voted Oct. 15 to recommend a legislative zoning amendment that would adopt a Wellington Growth Management Area (GMA) overlay zone district on the county zoning maps, subject to final execution of an intergovernmental agreement (IGA) between Larimer County and the Town of Wellington.
Principal planner Matt Lafferty told commissioners the overlay is meant to align county land‑use review for unincorporated properties adjacent to Wellington with the town’s comprehensive plan and to establish common standards for roads, drainage, annexation procedures and infrastructure management. "This GMA overlay zone district will be in alignment with an intergovernmental agreement that is currently being negotiated between the town and the county," Lafferty said.
The proposed overlay boundary is narrower than the town's current comprehensive‑plan mapping in places because county staff and town negotiators excluded parcels that the town’s plan shows as agricultural and which county staff consider appropriate to leave under existing county open (O) zoning. Lafferty said the boundary also avoids a cooperative planning area the county has identified south of Wellington pending further intergovernmental discussions.
Cody Byrd, planning director for the Town of Wellington, said the town supports the overlay boundary and emphasized the town’s approach to annexation: the town will not initiate annexation without a property owner’s written consent. "Our growth management areas defined in our comprehensive plan matches our area that we can serve for water and sewer infrastructure," Byrd said, noting the town has undertaken infrastructure and treatment‑plant capacity improvements in recent years.
Multiple members of the public who live outside the Wellington town limits urged caution about increased density and raised concerns about infrastructure (roads, water), preservation of open space and potential changes in neighborhood character. Several speakers said growth should be paced with infrastructure improvements. County staff and the town director said the overlay itself does not change existing zoning or immediately alter services; it creates a framework so future development proposals in the GMA can be evaluated against the town’s plan and agreed standards.
After discussion the Planning Commission approved a motion recommending adoption of the overlay with two express conditions: (1) the county will not finalize the rezoning until the intergovernmental agreement is signed and recorded, and (2) the commission certified the Larimer County zoning maps as proposed. The motion passed by roll call.
Why it matters: The overlay is intended to give the town and the county a consistent approach to evaluating and managing future development adjacent to Wellington, including shared design standards and annexation procedures that make infrastructure and service provision more predictable over time.
What happens next: The recommendation (and the GMA boundary depicted in county maps) will be forwarded to the Board of County Commissioners. The rezoning will not be finalized until the town and county execute and record the intergovernmental agreement described in staff materials.
