Bartlett Preserve plan development delayed; applicant requests more time to address staff comments

At the Sept. 4 meeting the Manchester Planning Board took a procedural action on PDSP2025‑001, a sizable plan‑development and site‑plan application for Bartlett Preserve (a proposed 220‑unit, 44‑building residential development on about 46 acres with private roadways and two wetland crossings). The applicant submitted a written request on the day of the meeting asking the board to table consideration while it addresses recent staff review comments.

Staff confirmed the request was received and the board discussed scheduling. Because the project is detailed and the applicant said additional time was needed to respond to technical comments, the board agreed that continuing to a later meeting would be appropriate. The board set a date certain to continue the application to Thursday, Oct. 2, 2025, rather than the next meeting in two weeks, to allow time for the applicant to revise plans and provide the outstanding materials.

No public testimony was taken at the Sept. 4 meeting on Bartlett Preserve because the application was tabled at the applicant's request. Planning staff noted the request had been timely and recommended the later date to permit more thorough review of resubmitted materials.

The board's action was limited to scheduling a continuation; no substantive review or decision on the merits was taken at the Sept. 4 meeting.
