Board member gives notice of plan to propose Rosenberg’s Rules of Order for PAB

Planning Advisory Board member Alex announced during the Aug. 20 meeting that he plans to move at a future meeting to adopt Rosenberg’s Rules of Order in place of Robert’s Rules of Order for board procedure. Alex said Rosenberg’s is a shorter, municipal‑oriented parliamentary guide already used by several jurisdictions and that he had circulated copies to staff for distribution.

Staff response: city staff advised that because the board’s operating procedure intersects with municipal code and public‑notice requirements, the board should first place the proposal on an agenda as a discussion item. Staff said they would verify whether a formal code change is required and recommended members receive documentation before any motion to adopt the new rules.

Board next steps: Alex provided printed copies to board members at the meeting. He said he will formally present a motion at a subsequent meeting after members have had time to review the material and after staff confirms whether any additional municipal‑level approvals are required.
