The Melbourne City Council approved Change Order No. 3 for L7 Construction in the amount of $357,783.16 and an additional 70 calendar days for the biosolids improvements at the Grant Street and D.B. Lee Water Reclamation Facilities.
City staff told council the change order adds soft starts to blower control panels to avoid damaging electrical surges and will relocate existing blowers with temporary power so work can proceed while long lead‑time control panels arrive. Staff said lead times for electrical equipment can exceed 22 weeks and that without the temporary work the project would face an estimated eight‑month delay.
Assistant staff reported that the project is funded through a State Revolving Fund (SRF) loan and that the project budget on the city books currently uses an unappropriated water/sewer savings account. Staff said they will return to SRF to increase the loan total, refunding the interim funding source once the SRF loan amendment is processed.
Council voted to approve the change order. City engineers said pipe inspection work will follow on related street resurfacing scheduling for other projects.
