The Seminole County Board of County Commissioners unanimously approved two special‑event permits during the Sept. 9 meeting: the three‑day CERB Fest at 1990 Lake Emma Road in October and the one‑day St. Andrew's Fall Festival at 5525 Wayside Drive in Sanford on Nov. 15, 2025.
Kathy Hamill of the county's special‑events staff told the board the CERB Fest application met permit requirements including insurance, a security plan and restroom capacity and that this year's request increases the event's anticipated attendance to 950 from about 750 last year. Hamill said the county code allows an administrative approval after board action if conditions do not change.
"Staff does find the request meets all the requirements for a special event, including the insurance, security plan, and restrooms," Hamill said.
Commissioner Lockhart moved approval "as presented" and the motion carried unanimously.
Angie Gates presented the St. Andrew's Fall Festival permit request, explaining the event would include inflatables, vendors and amplified music and would exceed 200 guests, requiring board approval under section 30.6 0.4 0.2 of the Seminole County Land Development Code. Gates said staff recommended approval subject to the conditions included in the permit. Commissioner Hurst moved approval; the motion carried unanimously.
County staff confirmed no members of the public spoke on either item during the meeting. Both events were approved with the permit conditions recommended by staff.
