Roswell awards $355,471 stormwater pipe-lining contract to Inliner Solutions

The Roswell mayor and council approved awarding a stormwater pipe rehabilitation contract to Inliner Solutions not to exceed $355,471, with a recommended contingency allocation of $35,547, on Sept. 9, 2025.

Brian Watson, the staff presenter for the project, said the contract covers rehabilitation of 18 pipes and structures along nine roads using approved methods to mitigate potential stormwater impacts. The city received two bids—$355,471 and $362,995—and recommended the lower bid from Inliner Solutions, which has worked for the city in the past.

"The purpose of this project is to rehabilitate 18 pipes and structures along 9 different roads using approved methods to mitigate potential stormwater impacts to these areas," Watson said.

Staff recommended setting aside $35,547 to address unforeseen conditions during the work. Councilmember David Johnson moved approval; Councilmember Sarah Beeson seconded. The motion passed unanimously.

Staff said the award reflects the city's proactive approach to infrastructure maintenance and that the funding was allocated in the most recent budget to address under‑ground stormwater infrastructure before failures occur.
