The Waxahachie City Council on Monday voted to rescind Ordinance No. 3662 and amend the code to disallow use of copper-clad aluminum (CCA) wire in R-3 occupancy classifications, a category that typically includes single-family residences and similar dwellings.
Chief Boyd (presenting staff) said after additional research following the prior meeting, staff concluded that CCA conductors have a narrow margin for correct installation and that improper terminations or later homeowner changes could increase the risk of overheating and fire. He said inspectors would face challenges verifying every connector and ensuring proper installation and that labeling alone might not be adequate to protect occupants.
Council members thanked the chief for reviewing the issue and bringing back the recommendation. A motion to rescind Ordinance 3662 and amend the city code to disallow CCA in R-3 occupancies carried by voice vote.
Why it matters: The action reflects a local fire-safety decision to limit a specific wiring material in residential occupancies based on installation and inspection concerns.
Implementation: The city will enforce the amended code provision prohibiting CCA conductors in R-3 occupancies and will provide guidance to building inspectors and permit applicants about acceptable conductor materials.
