Council approves Flagler County Cultural Council grant administration agreement with voting‑member restriction for city/county employees

The City Council on Sept. 16 approved a resolution authorizing an agreement with the Flagler County Cultural Council to administer the Cultural Arts Grant Program, with modifications requested by council to include TDC and sunshine‑law language and to clarify that city or county employees should not serve as voting members of the grant committee.

James Hurst, director of Parks and Recreation, told the council staff had incorporated requested edits, including Tourism Development Council (TDC) and Sunshine Law language. Council discussion focused on ensuring that ordinary volunteers and businesspeople are not excluded from serving on advisory grant panels while preventing a conflict where government employees would participate as voting members in the grant recommendation process. The council directed staff to refine the wording so that city or county employees would not be voting members of the grant committee.

A motion to approve the resolution with the discussed changes carried 4‑1; Mayor Norris voted no. No public comment was offered on the item at the time it passed.
